EPSHRM Chapter Leadership

EPSHRM, an "El Paso STAR," strives to meet the needs of the El Paso Human Resources community through Service, Teamwork, Achievement, and Return on Investment. Focusing on the needs of our membership, the Executive Board strives to bring timely programs and information that adds value to our members' professional lives and profession.

New members to the Executive Board ordinarily begin at the Secretary level, progressing each calendar year through each position, providing consistency and stability. New Board members add value by bringing fresh ideas and points of view. For those members interested in participating on the Board but are not interested in progressing may want to consider a Director position. These positions include Governmental Affairs, Diversity, Workforce Readiness, SHRM Foundation, College Relations, Website, and Certification.

If you are interested in serving on the Executive Board, either as an Officer or Director, please contact the President, President-Elect, or Immediate Past President for more information.

Fred is from La Mesa, NM and has lived in El Paso for seven years. He graduated from New Mexico State University and began his career in HR at UNM in Albuquerque, NM. He has served on the EPSHRM Board since 2006, received his PHR Certification in January 2011, and completed his Master’s degree from UTEP in May 2011 in Public Administration. Fred’s background includes training, employee relations, policy development, and recruitment. He is working for El Paso County as an HR Manager and appreciates volunteerism and service to the El Paso and Las Cruces Communities.   Fred appreciates the EPSHRM membership for their commitment to the HR profession and looks forward to a successful year of serving as President.

Betsy Keller, SPHR, joined the County of El Paso as its HR Director in April 2008. Prior to this, she served as the HR Director for the City of Alamogordo, New Mexico where she worked for over 11 years. Betsy earned her SPHR in 2006. She has served as the 2011-2012 President of Sunrise Rotary Club, on the El Paso Humane Society Personnel Committee, and has served as VP of Membership and Treasurer for EPSHRM. She has attended the SHRM Chapter Leadership Training and has represented our chapter on Capitol Hill.
 
Betsy is married to Rick Keller. They have four sons. In her spare time, she enjoys photography, fishing, boating, camping, swimming, and reading.

Pat is native of El Paso and graduated from Bel Air High School. She has held numerous positions throughout her twenty-three year career with the State of Texas in the Food Stamps, Training, Planning, and IT Departments. The last ten years of her career have been in Human Resources, seven with Upper Rio Grande and three with her current employer, Classic Industries, Inc.
 
Pat believes in being an active volunteer. She has taught young children at Abundant Living Faith Center for ten years and has taught female prisoners at the Otero County Federal Prison in Chaparral, New Mexico for five years.
 
She is a single parent with two amazing teenagers and loves to read, research, and learn.

Raised in Ciudad Juarez prior to coming to El Paso, Juan Carlos attended high school in Juarez. He received his Bachelors of Business Administration with a concentration in Human Resources from UTEP in May 1999. He received his PHR Certification in 2005 and his SPHR Certification in 2008. He has almost eleven years of experience in Human Resources and is currently the HR Superintendent at the El Paso Texas Plant of Sumitomo Electric Wiring Systems, Inc. on El Paso's Westside.

Sharon is a twenty plus year resident of El Paso. She graduated from New Mexico State University with a Bachelor of Business Administration as well as a Masters of Business Administration. After graduation, she worked for 4 years as a financial consultant. In December 1994, Sharon received her PHR certification and in May of 1999, she received her SPHR certification. Since 1992 Sharon has worked at Pizza Properties, Inc. d/b/a Peter Piper Pizza and Burger King with over 80 locations throughout Texas and New Mexico. She is currently the Vice President of Human Resources and Risk Management for over 2,400 employees. Sharon will achieve twenty years with Pizza Properties, Inc in July 2012! 
 
Sharon believes volunteering in the local community and for her profession is important. Sharon has been on the EPSHRM board for the past 6 years. She also volunteers with other organizations including the Junior League of El Paso and the YWCA. 
 
In her spare time, Sharon enjoys skiing, biking, photography, reading, playing piano, camping and watching the Green Bay Packers.

Linda is a native El Pasoan. A graduate of El Paso High and the University of Texas at Austin, where she received her Bachelor of Science in Secondary Education and Teaching Certification. She has taught in Austin, Ft. Hancock, and El Paso, TX. In January of 2002, Linda received her PHR certification credentials in Human Resources. In February 2002, Linda received her Master of Arts in Organizational Management from the University of Phoenix at Santa Teresa, NM. Linda has 20 years experience in management working in the private sector for companies such as: Beatrice, Swift Independent, ACME Boot (division of Fruit of the Loom), International Multifoods, Greyhound Lines, Inc., and West Corporation, as well as the public sector teaching at Doña Ana Branch Community College, specializing in Management and Supervisory training. Linda works for University Medical Center of El Paso as the onsite Training Specialist and is an instructor at the University of Phoenix, facilitating courses in Management and Human Resources. As the Certification Director for EPSHRM, Linda is the liaison between the chapter and UTEP. In addition, Linda is active in course instruction for the PHR/SPHR certification course at UTEP.

Linda has lived in El Paso for the past sixteen years. She received a Bachelor's of Arts in Business Administration from the University of Puget Sound, Tacoma, WA. After graduation, she entered the U.S. Army as a Personnel Officer. Her military involvement took her from coast to coast and she served in various positions from Executive Officer to a member of the General's staff. She received a Master's of Science in Human Resources Management from the University of Central Texas, Killeen, TX, and is currently the Human Resources Director for the City of El Paso.

Patsy has served and volunteered in El Paso community for more than 25 years. As a volunteer and board member of Operation H.O.P.E., volunteers help people in need, partner with non- profit organizations, as well as other leaders in the community. Participates in a year round effort to feed the hungry, clothe the needy, provide scholarships to graduating high school seniors to help with college tuition, school supplies, funerals, and household goods.
 
Professionally, has earned a PhD in Human Resources and Leadership Management, Master degree in Adult Education and Training, and a Bachelor degree in Human Services.
 
Serves and advocates for persons with disabilities, the elderly, and persons at-risk.

Liza graduated from UTEP in 1997 with a Bachelor of Arts degree in Psychology with a minor in Criminal Justice. In 2005 Liza received her Master in Education degree in Guidance and Counseling. She began her HR career at UTEP in the Equal Opportunity Office where she found her love of Training and Development. In 2002 Liza was hired as the Training Manager for the County of El Paso where she created the Training Department from the ground up. Four years later she was promoted as the Assistant Director for Human Resources and served briefly as the Interim HR Director. She is now the HR Manager for Project Bravo and has found herself loving the world of Human Resources and working for an organization that serves the community.

Melissa is a lifelong resident of El Paso, Texas. She is married and has one son. She received her B.A. in Political Science with a minor in Criminal Justice from UTEP in 2003. She later received her M.P.A. with a focus in Human Resources from UTEP in 2006. She recently received her PHR certification in January of 2012. She has worked in the field of Human Resources for the past 11 years where she began at MTI Ready-Mix and served for 5 years. Thereafter, she served as an intern for the County of El Paso for one year before being offered a position as the Training Manager. She became the HR Manager for the Sheriff’s Division in 2008 where she has been serving since. She enjoys all sections of HR and attributes her love of the job to her passion for people!

Born and raised in El Paso, Daniel attended Coronado High School and UTEP, earning a Bachelor of Business Arts in Management, focusing on Human Resources and Production Operations. Daniel earned his PHR Certification in January of 2002 and then his SPHR Certification in July of 2005. He pursued and earned a Masters of Business Arts in Human Resource Management from the University of Phoenix in July 2003. Having enjoyed his experiences at UOP, he returned there in 2006 as a Faculty member, facilitating classes including Human Resource Management, Human Capital, Organizational Behavior, and Management. He has also facilitated several modules of the HRCI Certification program at UTEP. He is currently the Manager of Human Resources at the El Paso Customer Service Center of Sumitomo Electric Wiring Systems, Inc. on El Paso’s Eastside, where he has worked for over seven years. In 2005, Daniel served as EPSHRM President and has been on the Board since 2002.

Melissa has lived in El Paso for nine years. She graduated from the University of Phoenix with a Bachelor of Science in Business Management/Human Resources Management as well as a Master of Business Administration. She received her PHR Certification in December 2010. Melissa’s background includes working as a manager in HR Development/EEO Counselor for AAFES. She established the HR Department at the Child Crisis Center of El Paso and is currently working as a Compensation Analyst for El Paso Community College. She served as Treasurer for the El Paso Archaeological Society and for 72nd Military Police Company for multiple years.
