EPSHRM Chapter Leadership
EPSHRM, an "El Paso STAR," strives to meet the needs of the El Paso Human Resources community through Service, Teamwork, Achievement, and Return on Investment. Focusing on the needs of our membership, the Executive Board strives to bring timely programs and information that adds value to our members' professional lives and profession.
New members to the Executive Board ordinarily begin at the Secretary level, progressing each calendar year through each position, providing consistency and stability. New Board members add value by bringing fresh ideas and points of view. For those members interested in participating on the Board but are not interested in progressing may want to consider a Director position. These positions include Governmental Affairs, Diversity, Workforce Readiness, SHRM Foundation, College Relations, Website, and Certification.

Sharon is a twenty-year resident of El Paso. She graduated from New Mexico State University with a Bachelor of Business Administration as well as a Masters of Business Administration. In December 1994, Sharon received her PHR certification and in May of 1999, she received her SPHR certification. After graduation, she worked for 4 years as a financial consultant. Sharon has worked at Pizza Properties, Ltd. d/b/a Peter Piper Pizza and Burger King for the last fifteen years and is currently the Vice President of Human Resources and Risk Management.

Dalia was born and raised in El Paso. She graduated from Eastwood High School and went on to the University of Texas at El Paso where she graduated with a Bachelor of Business in Human Resources Management and Finance in 1995. Dalia has 15 years of professional Human Resources experience and is the Manager of Employee Relations with El Paso Electric where she is responsible for the development, implementation and administration of employee relations, recruitment & selection and compensation programs administration.

Ceci was born and raised in El Paso. She graduated from Burges High School and went on to Park University where she graduated with a Bachelor of Business in HR Management in 2005. She graduated from UTEP with an MBA in Management in May 2010. Ceci has been employed with GECU for 32 years and currently holds the position of Vice President, Branch Sales and Service Operations. She is responsible for overseeing 7 full service branches, 3 mini branches, and 2 high school branches. She manages a staff of 320 plus employees who serve approximately 290,000 members. Ceci has over 25 years of management experience and has held numerous positions throughout her career at GECU as Branch Operations Manager, Assistant Mortgage Manager, and Training Director.

Fred is from La Mesa, NM and is a graduate of New Mexico State University with a degree in Sociology. Currently a graduate student at The University of Texas at El Paso, Fred is the HR Manager for Project Bravo. He is working toward a graduate degree from the MPA program concentrating on human resource management in the public sector.

Betsy Keller, SPHR, joined the County of El Paso as its HR Director in April 2008. Prior to this she served as the HR Director for the City of Alamogordo, New Mexico where she worked for over 11 years. Betsy earned her SPHR in 2006. She previously served as treasurer for White Sands Rotary Club and for La Luz Elementary Parents’ Association. She also served on the United Way of Otero County Funds Allocation committee for multiple years. She has and continues to manage budgets of approximately $1 Million dollars and values detailed, transparent records that are easy to understand and keeping those interested well informed.
Betsy is married to Rick Keller. They have four sons. In her spare time she enjoys photography, fishing, boating, camping, swimming, and reading.

Michelle Fenton brings over 20 years of training and organizational development experience to El Paso Society of Human Resources Management. Throughout her career, she has held positions within a variety of industries including retail, restaurants, finance and banking, information technologies, and public utilities. Michelle is originally from Waterford, Michigan, she lived in Stuggart, Germany for two years and has called El Paso home since 1994. She graduated from the University of Phoenix with a Bachelor of Business Management and is the Training and Organizational Development Consultant with El Paso Electric where she is responsible for leadership and supervisory development, workforce planning, and change management.

Linda is a native El Pasoan. A graduate of El Paso High and the University of Texas at Austin, where she received her Bachelor of Science in Secondary Education and Teaching Certification. She has taught in Austin, Ft. Hancock, and El Paso, TX. In January of 2002, Linda received her PHR certification credentials in Human Resources. In February 2002, Linda received her Master of Arts in Organizational Management from the University of Phoenix at Santa Teresa, NM. Linda has 20 years experience in management working in the private sector for companies such as: Beatrice, Swift Independent, ACME Boot (division of Fruit of the Loom), International Multifoods, Greyhound Lines, Inc., and West Corporation, as well as the public sector teaching at Doña Ana Branch Community College, specializing in Management and Supervisory training. Linda works for University Medical Center of El Paso as the onsite Training Specialist and is an instructor at the University of Phoenix, facilitating courses in Management and Human Resources. As the Certification Director for EPSHRM, Linda is the liaison between the chapter and UTEP. In addition, Linda is active in course instruction for the PHR/SPHR certification course at UTEP.

Linda has lived in El Paso for the past sixteen years. She received a Bachelor's of Arts in Business Administration from the University of Puget Sound, Tacoma, WA. After graduation, she entered the U.S. Army as a Personnel Officer. Her military involvement took her from coast to coast and she served in various positions from Executive Officer to a member of the General's staff. She received a Master's of Science in Human Resources Management from the University of Central Texas, Killeen, TX, and is currently the Human Resources Director for the City of El Paso.

Pat is native of El Paso and graduated from Bel Air High School. She has held numerous positions throughout her twenty-three year career with the State of Texas in the Food Stamps, Training, Planning, and IT Departments. The last nine years of her career have been in Human Resources, seven with Upper Rio Grande and two with her current employer, Classic Industries, Inc.
Pat believes in being an active volunteer. She has taught young children at Abundant Living Faith Center for ten years and has taught female prisoners at the Otero County Federal Prison in Chaparral, New Mexico for five years.
She is a single parent with two amazing teenagers and loves to read, research, and learn.

Born and raised in El Paso, Daniel attended Coronado High School and UTEP, earning a Bachelor of Business Arts in Management, specifically focusing on Human Resources and Production Operations. Daniel earned his PHR Certification in January of 2001 and then his SPHR Certification in July of 2005. He pursued and earned a Masters of Business Arts in Human Resource Management from the University of Phoenix in July 2003. Having enjoyed his experiences at UOP, he returned there in 2006 as Part-Time Faculty, facilitating classes including Human Resource Management, Human Capital, Organizational Behavior, and Management. He also facilitates several modules HRCI Certification program at UTEP. He is currently HR Asst. Manager at Sumitomo Electric Wiring Systems, Inc. where he has worked for the past five years. In 2005, Daniel served as EPSHRM President and has been on the Board since 2002.
